It has been shown by Sir Geoffrey Taylor that in certain conditions the two-dimensional motion of an infinite rigid cylinder in inviscid Liquid is not altered if a uniform rotation is imposed on the whole system; it is shown here that the same result holds if the liquid is viscous.
